Corruption Case #2:
In this case we have a little bit of everything; an appraiser telling lies to DOL, DOL recognizing the lies and disregarding them, DOL telling lies to the State of Texas so the appraiser could have reciprocity, DOL refusing to act on any of this when confronted with it - and you might be asking why? Because the appraiser covered a lie for Cleotis Borner, Jr. by perjuring himself to an Administrative Law Judge. And who is the appraiser? Meet Thomas O. Cushman, a former investigator for the Nevada state appraisal board.
This is the information gathered on Thomas O. Cushman, the "witness" for the DOL and Cleotis Borner, Jr. who testified before Administrative Law Judge James D. Stanford. The DOL and the AG held Cushman up as someone who is "truthful" - and the ALJ lead all to believe that he believed Cushman to be "truthful" - when in fact all three, the DOL, AG and ALJ, knew otherwise. But now their "scheme" is held up to the light of day. The whole file is interesting - from how Cushman's Broker's License was revoked in 1988, to how his buddy Cleotis ignored that fact when he granted Cushman a CERTIFIED GENERAL APPRAISER'S LICENSE in 1992, and then a REAL ESTATE BROKER'S LICENSE in 2001, even though Cushman knowingly lied on the applications regarding the 1988 revocation. Worse yet, Cleotis and others at DOL knowingly lied under oath to the State of Texas when Texas inquired about any suspensions, revocations or sanctions against Cushman when Cushman applied for a Certified General Appraiser's License in Texas under reciprocity. A complaint was filed against Cushman with DOL, bringing to light that Thurston County had an interest in Cushman's using an invalid power of attorney to take extensive real estate holdings away from his own father, who was judged to be an "at risk adult" due to alzheimer's. Oh, you're going to be proud to read this one. Cushman, who attended church with Cleotis, perjured himself in court testimony. You might ask - why? Cushman you see had been bending the rules all along - with Cleotis' blessings, and later with Santhuff's blessings (Santhuff chose to keep following the party line). What did they "have" on Cushman - all those lies of course. What did they do in return for Cushman - lie for him in return of course - to the State of Texas - so that Texas would grant him reciprocity so that he'd have a license down there when he makes his "flight" from Washington.
